Carlo Citerio   

Carlo Citerio has worked in the consulting sector for 20 years, with a particular focus on the energy sector during the last 16 years. He is specialised in gas and energy regulation and liberalisation of energy markets and has been involved in many projects related to gas business and the operation of its transmission.

Carlo has been involved in the design and development of a Gas Regulatory Agency in Egypt, where he worked from June 2013 to December 2014. He has supported Snam Rete Gas and Edison in the development of their Network Code, to implement the Third-Party Access in Italy. He was in charge of an international team, which joined local experts and English ones, who transferred their experience in the liberalisation of the gas market in the United Kingdom. For Snam Rete Gas he was also involved in the development of the LNG Code.

For Stogit (the Italian storage main operator, now in Snam) he has participated in the development of the Storage Code and in the design and implementation of the IT system supporting all storage activities. Besides specific gas regulatory and market issues, Carlo is also familiar with strategic and financial analysis and organisational issues.

As a member of London-based Cap Gemini European Gas Market Restructuring Best Practice, Carlo worked on all the main issues linked to the opening and liberalisation of the European Gas market and has a very good knowledge of the EU Directives and regulation in force. He also has been responsible for complex projects for the main Italian Energy companies (ENI, Enel, Stogit, Edison), dealing both with the commercial and delivery side of the business, and leading multinational teams.

He has been a member of international teams, on behalf of international organisations (e.g. in Poland for the European Bank for Reconstruction and Development, in Ethiopia for the World Bank), as well as for international companies.
